Richard A. Queeney Memorial Fund for Educational Opportunity

Overview

The Richard A. Queeney Memorial Fund was developed to support students who lack the resources for participation in school related activities. Funds are awarded for students who would find the cost of participation a financial hardship.

Eligible activities may include, but not be limited to: school sponsored field trips, club activities, team member travel to away competitions (e.g. Knowledge Masters, athletic events, purchase of CATA bus tokens to and/or  home from school activities, participation in education related summer programs (e.g., Governor’s School, John Hopkins Center for Talented Youth (CTY)) or conferences, sports physicals, and specific items (such as running shoes) required for participation in an activity.  Either partial or full funding may be granted for these activities or items, depending on the situation, circumstances, and available fund monies. All funding granted will be for activities sponsored or supported by the school district.

Distribution Guidelines

Funds will be distributed with the intent to maximize the number of individual students who can benefit with a cap of $200, which can be exceeded in extenuating circumstances. 

Selection Guidelines

An application form is available for teachers, coaches, administrators, and other staff persons to request funds. To streamline the process, the form is brief, asking only for student name, purpose for which funds are needed, circumstances prompting the request, date by which a response is needed and name of requesting SCASD employee.  

A committee of three SCASD teachers including elementary and secondary teachers and a Queeney family member will review and make a recommendation on each application.

The nature of such requests will require a process with quick response capacity.  Information and application forms will regularly be distributed to all relevant SCASD employees and can be found on the SCASD website.  

As much business as possible will be conducted via electronic communication.

Payment process

After the committee agrees on the action, it will direct the State College Area School District Business Office to process the funds.

Payment will be made only to the provider of the activity, service, program, or goods for which funding is granted.  No payment will be made to a SCASD employee, parent, student, or SCASD department or organization (e.g., booster club, athletic team, etc.).

Whenever possible, the broker who will be providing the goods or services will be asked to bill the SCASD (sending bills to the Student Services Department).

Application guidelines

Please complete the checklist below to ensure that the application meets all five criteria:

  • indication/documentation of financial need

  • school-sponsored activity

  • payments to be made directly to the entity providing the service or product

  • if possible, student will pay part of the total activity cost

  • submitted by a SCASD staff member
