Flickr: The Commons - From the collections of the Library of Congress, Smithsonian Institution, British Museum, George Eastman Museum, National Library of Medicine, The Powerhouse Museum Collection, the U.S. National Archives, etc. To be included in Flickr, photos are required to have no known copyright restrictions.
FreeFoto - Over 130,000 photos provided.
Students and teachers may use FreeFoto images for the classroom as long as they provide attribution to the image and an accompanying link back to the FreeFoto website.
Library of Congress - Provides copyright-free historical images.
NASA (National Aeronautics & Space Administration) - Provides copyright free images and videos for educational use. See "Usage Guidelines" for more specific information.
NOAA (National Oceanic & Atmospheric Administration) - Almost all of their photos are available in the public domain. See "About" link for specifics on usage.
Pics4Learning - K-12 appropriate, copyright-free images for classroom projects and/or websites in an educational setting.
