Meeting Minutes
September 22, 2011 7:00p.m.
I. Call to Order
The September 22, 2011 meeting of the Centre County Tax Collection Committee (CCTCC) was called to order at 7:04 pm with Ken Bear, Vice Chair, presiding. The Meeting was held in the Bellefonte High School Lirbary.
II. Roll call – Determination of Quorum
Mr. Stewart conducted the roll call. Mr. Bean stated a quorum was present.
In attendance were representatives from the following political subdivisions (PSD): Bellefonte Area School District, Bellefonte Borough, Benner Township, Boggs Township, Centre Hall Borough, College Township, Ferguson Township, Gregg Township, Haines Township, Harris Township, Millheim Borough, Patton Township, Penn Township, Penns Valley Area School District, Potter Township, State College Borough, State College Area School District, Walker Township
Absent: Bald Eagle Area School District, Halfmoon Township, Howard Borough, Howard Township, Huston Township, Marion Township, Miles Township, Milesburg Borough, Port Matilda Borough, Snoe Shoe Borough, Snow Shoe Township, Spring Township, Union Township, Union Borough, Worth Township
III. Approval of Minutes
Mr. Bean asked for approval of the May 31, 2011 minutes. Ms. Crater of Centre Hall Borough made a motion to approve the minutes. Mr. Long of College Township seconded the motion. With no changes to the minutes, the motion passed.
IV. Report from Committee Chairperson
Mr. Bean informed everyone that Mr. Brown could not be at the meeting due to back surgery and wished him a speedy recovery.
V. Financial Report
A. Motion to accept the financial report as presented.
Ms. Farkas of Harris Township made a motion to approve the financial report as presented. Mr. Erickson of Patton Township seconded the motion. The motion passed.
VI. New Earned Income Tax Enactments to Conform to Act 32
A. Report from sub-committee to review resolutions
Mr. Stewart stated that he had received a number of ordinances and found that there were issues that needed to be addressed to reflect the new collector. He also stated that PSATS does have a model ordinance, however, there is one available for $750. Mr. Leary asked about the inconsistencies. Mr. Stewart mentioned that there were general inconsistencies such as language that doesn’t take into consider a new third party collector and the location of that collector. Ms. Welker of State College Borough agreed and stated it would best to have consistent language such as the non-resident language. Mr. Bean stated it would help employers if we all had the same language in our ordinances.
B. Motion to approve purchase of Tax Enactments to conform to Act 32 in the amount of $750
Mr. Long of College Township made a motion to approve the purchase of the model EIT ordinance that conforms to Act 32 in the amount of $750. Ms. Farkas of Harris Township seconded the motion. A roll call vote was taken. The motion passed with the following voting in favor of the motion: Bellefonte Area School District, Bellefonte Borough, Benner Township, Boggs Township, Centre Hall Borough, College Township, Ferguson Township, Gregg Township, Haines Township, Harris Township, Millheim Borough, Patton Township, Penns Valley Area School District, Potter Township, State College Borough, State College Area School District, Walker Township
C. Motion to approve purchase of Local Tax Appeals Board Policies, Procedures and Forms to conform to Act 32 in the amount of $1,200
Ms. Farkas of Harris Township made a motion to approve the purchase in the amount of $1,200. Ms. Crater of Centre Hall Borough seconded the motion. Mr. Long of College Township stated that the Committee met and instead of trying to reinvent policies and procedures, they thought it best and most cost-effective to purchase them. A roll call vote was taken. The motion passed with the following voting in favor of the motion: Bellefonte Area School District, Bellefonte Borough, Benner Township, Boggs Township, Centre Hall Borough, College Township, Ferguson Township, Gregg Township, Haines Township, Harris Township, Millheim Borough, Patton Township, Penns Valley Area School District, Potter Township, State College Borough, State College Area School District, Walker Township
VII. Discussion Items
A. Report from State College Borough regarding transition with political subdivisions implementing in 2011 and looking to 2012; including comments from our early adoptors
Ms. Welker of State College Borough stated that they are off to a good start with two quarters in for those who were early adopters. They are continuing to make progress in educating employers throughout the county. It has been beneficial to have parts of the county go early as it has been helpful in learning about the process and what questions arise. Mr. Bean said his District adopted early and it has gone very smooth.
B. Next meeting – November 2011 to be scheduled

VIII. Public Comment
No public comments were received.
Ms. Farkas of Harris Township made a motion to adjourn. Mr. Long of College Township seconded the motion. The meeting was adjourned at 8:26pm.
